What is it that causes His seed to remain?

New birth takes place when God’s Spirit raises to life a person who was dead in their sins.
Praise be to the God and Father of our Lord Jesus Christ! In his great mercy he has given us new birth into a living hope through the resurrection of Jesus Christ from the dead, 1 Peter 1:3
They went out from us, but they did not really belong to us. For if they had belonged to us, they would have remained with us; but their going showed that none of them belonged to us. 1 John 2:19

So if someone continues to sin the only conclusion is that they were never born again to begin with?

No one can snatch us from His hand, yet there are those who wander and depart from the faith. These show that they were none of His.

So, were those that leave the faith ever born again?

It seems clear that just as there are some who commit suicide, any who truly come to faith and then depart, likewise commit spiritual suicide.
It is impossible for those who have once been enlightened, who have tasted the heavenly gift, who have shared in the Holy Spirit, who have tasted the goodness of the word of God and the powers of the coming age and who have fallen away, to be brought back to repentance. To their loss they are crucifying the Son of God all over again and subjecting him to public disgrace. Hebrews 6:4-6
How much more severely do you think someone deserves to be punished who has trampled the Son of God underfoot, who has treated as an unholy thing the blood of the covenant that sanctified them, and who has insulted the Spirit of grace? But we do not belong to those who shrink back and are destroyed, but to those who have faith and are saved. Hebrews 10:29, 39
